On June 23, Governor Brown signed into law SB 391 – a bill authorizing Accessory Dwelling Units (ADUs) in rural residential zones. Years in the making, SB 391 will allow an owner of a lot or parcel at least two acres in size in an area zoned rural residential to build an ADU on that lot or parcel if there is already a single-family dwelling on the lot or parcel. Counties that wish to allow rural ADUs will now begin to initiate comprehensive plan and/or zoning text amendments to comply with the law. Deschutes County has been a longtime supporter of the proposal and is now working to implement it into County code. In this class, hear from Deschutes County staff on what the bill means for the County, as well as what the next steps are and the timeline for implementation.
